Innovation Development and Operation Services (IDOS) – managed a team of over 250 FTEs and applied modern technologies and development techniques to support the Center for Medicare and Medicaid Innovation (CMMI) in their mission to support, test, evaluate and expand the most innovative and promising payment and service delivery models to achieve better care, better health and reduce cost for beneficiaries of Medicare, Medicaid, and Children’s Health Insurance Program.
One Program Integrity (One PI) - provided executive oversight, guidance, and leadership to maintain the current capability of One PI while simultaneously developing ways to enhance and significantly expand its data analysis capabilities for CMS and One PI. Implemented a Learning Management System for users of the tools.
Medicare Access and CHIP Reauthorization Act (MACRA) System Integrator Program (MCSI) - provided CMS with systems integration, test management, and program management support. HCS successfully optimizes resources, minimizes the timeline for implementation, and reduces risk while balancing costs.
Integrated Data Repository (IDR) Program - managed a team of highly qualified professionals across 20 different projects. Provided technical support to all the largest and/or most critical CMS IDR projects to include ACO Pioneer/SSP Application, Shared Systems MCS/VMS/FISS Claims, National Level Repository (NLR), and NCH Part A/Part B FFS Claims
Office of Information Systems (OIS) Enterprise Database Group (EDG)
Ms. Hamlin provided project management support to the group director and deputy director of Centers for Medicare and Medicaid Services in the Office of Information Services (OIS) Enterprise Database Group (EDG). Responsibilities included developing project charters, scope statements, project plans and schedules, facilitating meetings, developing project management plans, implementing guidelines for project management best practices, risk management, status reporting, mentoring federal project leads and managers, and analyzing the monitoring and controlling of projects by contractors. Participated in the development of the CMS Business Intelligence Strategy and managed the Part B Analytics and Reporting System -- a project to transition Part B data into the Integrated Data Repository (IDR). Ms. Hamlin participated in the development of a Data Governance framework and a Data Access Strategy within EDG.
Integrated Data Repository (IDR)
Ms. Hamlin was the QSSI Program Manager for the CMS Office of Information Services Enterprise Database Group (EDG) for the CMS IDR Program and managed a team of 75 highly qualified professionals across 20 different projects. Ms. Hamlin managed all of the largest and/or most critical CMS IDR projects to include ACO Pioneer/SSP Application, Shared Systems MCS/VMS/FISS Claims, National Level Repository (NLR), and NCH Part A/Part B FFS Claims. She was responsible for managing the support and maintenance of the Teradata environment at CMS and other program initiatives. Ms. Hamlin developed project management plans, implemented guidelines for project management best practices, and risk management. Ms. Hamlin provided weekly status reports to SVP of Program Delivery, maintained portfolio staffing and was responsible for the content and accuracy of the CMS Teradata dashboard to include financial data, project status, project issues, risks, impact, and any mitigation/contingency or remedies.
Medicare Access and CHIP Reauthorization Act (MACRA) System Integrator Program (MCSI)
Ms. Hamlin presented the oral arguments to win the MACRA award across two programs: the SSN Removal Initiative (SSNRI) program, and the implementation of a new payment system for physicians and other practitioners under the MIPS/APM program or Quality Payment Processing (QPP). She was instrumental in the award of an additional modification in month six of the program and added 13 resources to support the QPP PMO and governance framework. The QPP PMO’s support extends to the Program Areas and Workstreams teams comprised of integrated staff from across CMS components and contractor teams directly supporting QPP-related efforts.
SSN Removal Initiative: SSNRI
Ms. Hamlin provided CMS with systems integration, test management, and program management support. Her effort requires close collaboration with CMS Program Management, business and system-level project leads, subject matter experts (SME) from the affected operational organizations, and the CMS contractors who are responsible for coding, implementing, and performing system integration and regression testing of the SSNRI changes incorporated into existing systems.
Quality Payment Processing (QPP)
Hamlin was responsible for supporting CMS with both business and systems engineering expertise for successful execution of the MIPS/APM Program based on the criteria established by CMS, which includes the Agile methodology for System Design and Development. Ms. Hamlin successfully optimizes resources, minimizes the timeline for implementation, and reduces risk while balancing costs.
Center for Program Integrity (CPI) One Program Integrity (One PI)
Ms. Hamlin provided executive oversight, guidance and leadership to maintain the current capability of One PI while simultaneously seeking ways to enhance and significantly expand its data analysis capabilities for CMS and One PI. Managed all contractual and financial/budgetary aspects of the program. Manages multiple development teams representing a breadth of expertise for a unified and value-add solution to include ETL, BusinessObjects, SAS and Portal developers in addition to testers, data modelers, system analysts, requirements specialists, data coaches, technical writers, and an instructional designer.
Individuals Authorized Access to the CMS Computer Services (IACS)
Ms. Hamlin provided executive oversight for the Individuals Authorized Access to the CMS Computer Services, (IACS). IACS is an identity management system that provides the means for users needing access to CMS applications to identify themselves, apply for and receive credentials in the form of a User Identifier (userID) and Password, and apply for and receive approval to access the required system(s). IACS manages the lifecycle of userIDs, passwords and the supporting data collected from the user, from issuance to archive, as well as the life cycle email communications with users concerning their userID, password and status. She also provided executive oversight, guidance and mentoring to maintain the State-based Exchange and Service-oriented architecture (SOA) Solution Programs.
Individuals Authorized Access to the CMS Computer Services (IACS)
We are also responsible for Providing oversight for all of the fraud investigation systems, and provider enrollment systems at the Centers for Medicare and Medicaid Services (CMS). Interface with Business Owners, other CMS components and/or contractors (e.g. Developer/Maintainer, Virtual Data Centers/Security), providing technical and strategic guidance to project teams and review of project deliverables. Managed contract support operations (budget, schedule and all aspect of contract management of the project/program) for complex, mission-critical, and strategic programs which involve multiple projects and groups of personnel at multiple locations.
Office of Financial Management (OFM) Financial Management Services Group (FMSG) on the Health Care Integrated General Ledger Accounting System (HIGLAS)
Provided program and project management support to the Centers for Medicare and Medicaid Services in the Office of Financial Management (OFM) Financial Management Services Group (FMSG) on the Health Care Integrated General Ledger Accounting System (HIGLAS) project, Ms. Hamlin assisted in the management of the implementation of the group’s strategic initiatives, which included the implementation of Oracle Data Vault and OBIEE.
Responsibilities:

Provided oversight and coordination of operations activities for the Enterprise Data Center Migration Project, which included facilitating meetings with the Medicare contractors and data centers, acting as a CMS/HIGLAS point of contact, and monitoring the hours and activities of the system integrator contractor.
Medicare Administrative Contractors (MAC)
Acted as a liaison to the operations team in an effort to be proactive and prepared for the transition of the Medicare Administrative Contractors (MAC), specifically the MAC workload split, into production.
